The Vacant Property tax: I'd be surprised if it appears on this newly mailed 2nd half 2011 bill. How can they change the assessment halfway through the year, after they mailed out in advance the tax assessment with the Class, Rate, and Tax due for the year on it; I don't think it says on it anywhere "subject to change without notice".
