I walk my dogs down that part of M St regularly and there is no official 14th St and Virginia Avenue doesn't actually run down to M St. This closing of the streets must be some kind of technical designation rather than an actual street closing. Right now it's a beautiful rural road that leads to several boathouses and I really enjoy the walk. They show Virginia Avenue in the picture, and by the looks of Google Maps they'll need to build it out.
