Penrose Square Town Center in Arlington is Under Way

Carbon Thompson Development, the Herndon- and Dallas-based developer, has donated a parcel equal to approximately half the area of the Penrose Square open space plaza as part of an agreement with Arlington County to emphasize the creation of usable public space along what is being conceived as three miles of pedestrian-friendly commercial boulevard. When finished, the $80 million, 4-acre Penrose Square mixed-use development at Columbia Pike and S. Barton St. will include 299 rental units, 30,000 SF of retail, including restaurants and retail, a new 47,000 s.f. "flagship" Giant grocery store, and 700 parking spaces, mostly underground. Site owner B.M. Smith chose Carbon Thompson, which started construction in June when it demolished Adams Square and began the two-year construction project. with financing from Wachovia Bank, RBS Citizens. Foulger-Pratt Construction of Rockville is the general contractor and Heffner Architects PC of Alexandria the designer of the buildings. "We went through the form-based code process with two architects. One focused on residential and the other on the retail portion of the design. Ultimately, we went with Heffner Architects because they have experience in both types of development," reported Jim Mertz of Carbon Thompson.

The project took advantage of the Columbia Pike Form Based Code, which is optional to developers, but significantly reduces the public review process for getting projects approved. An appointed citizen group and county officials drafted the code collaboratively. They outlined measures for regulating the location of the building site; architectural standards, including building materials, facade design, placement and appearance of windows, doors and parapets; building envelope standards, which specify building height by stories rather than floor-to-floor height; and streetscape standards, which regulate public right-of-way elements like sidewalk width, treescape, civic plazas and open space. There were no stylistic specifications in the code. Although the project conforms to the form-based code, because there was no provision for a grocery store in the zoning regulation, Penrose Square had to resubmit for approval as a 4.1 site plan project. A minor detour, the site plan submittal process ensures that the development is mindful of its neighbors during the construction process and allows for the demolition of existing structures, foundation setting, ground-level garage permitting and building construction approvals in stages.

"Form-based codes allow for greater development density. The point of this development was to spur economic growth and activity along Columbia Pike. The county spent four years meeting with citizens determining what they wanted it to be," said Mertz.

Penrose Square is located within walking distance of the already completed Halstead and Sienna Park developments. The town center at Penrose will be easily accessible to both drivers and those who prefer to walk, but overall, the area will function like a walkable community.

Penrose Square: The Open Space Plan

When Penrose Square is complete, you will be able to experience monolithic radio communication in the heart of Arlington County's Columbia Pike revitalization corridor. Last July, DC Mud wrote a story on The Virginia Department of Transportation's plans to link key locations along the Columbia Pike zoning district via streetcar. Zeroing in on Columbia Pike between South Cleveland St. and South Barton St., imagine two sculptures carved out of white granite and about 100 feet apart oriented on a NW to SE diagonal. Each slab is poised upward and has rough, irregular edges, and each faces the hollow elliptical paraboloid concavity of the other. Designed by California sculptor Richard Deutsch in collaboration with the DC-based landscape designer OCULUS, Echo will mimic the way sound travels across radio waves. The shape and orientation of the concavities of the sculptures will be orchestrated to convey even very low amplitude sound (like a whisper) from one granite station to the other. From 1913 until 1941, a nearby site on Columbia Pike was home to three radio-communication towers - the "Three Sisters," which sent some of the first radio signals to the Eiffel Tower in Paris in 1915. Deutsch's sculpture refers to this local history at the request of the 12-member, citizen-run Working Group that the Arlington County Board put together to help conceive of the design for Penrose Square.
Less means more planning
The two-piece interactive sculpture will be set on a quadrangle with a paved central plaza, buffered with a bosque terrace feature with outdoor seating to the northeast, a bermed lawn buttressed with retaining walls to the south, a zero-depth water feature to the southeast and another smaller lawn with tree canopy and retaining walls to the west.

"We envision that people using the grocery store and adjacent buildings will be coming to the park to relax and take a break. We have designed custom, movable seating for the bosque and a fountain with 27 jets at different heights that people will be able to walk up to and touch. The space is designed to accommodate large-scale events and large crowds, as well," remarked Marjorie Salcedo, a landscape architect and project manager on Penrose.

According to the meeting minutes of a July 2008 meeting of the citizen Working Group, "The Group aimed to pursue a square that would: be scaled to relate to the adjacent buildings; form a synergy with adjacent retail shops; be flexible enough to address daily needs as well as host special events; be inclusive and welcoming to people of all ages and abilities; be oriented toward transit; provide strong visual and physical connections to Columbia Pike; offer a variety of seating opportunities; and adhere to the design guidelines for civic squares contained in the Columbia Pike Form Based Code."

The future Super Stop station, designed by Arlington County for buses, will run parallel to Columbia Pike south of the 33,000 SF plaza, which will be build in two phases. Phase I is estimated to break ground in Spring of 2011.

Arlington Approves Penrose Park Contract

The Arlington County Board today voted to approve a construction contract to build a new public plaza at the recently opened Penrose Square on Arlington's Columbia Pike. The $1.6m contract had been expected, and will eventually lead to two other two other public squares on Columbia Pike as well.

Penrose Square park will include a tree-covered terrace, plaza with water feature, and pair of large stone sculptures, all sustainably designed to recapture and reuse water. The public plaza is expected to cost around $100,000 per year on operational costs, and complete by the fall of 2012. The county will spend $425,000 for the pair of sculptures that will be installed on the site next spring.

Designed by a twelve-member citizen Working Group and landscape architectural firm Oculus. The contract for construction was a sole-source bid.

County Rolls Out Arlington Mill Next Wednesday

Arlington will roll out the pomp next Wednesday for Arlington Mill, a community center on Arlington's Columbia Pike that will soon be followed by an affordable housing project. The county demolished the previous buildings last spring, and will likely start actual construction next month.

The community center portion of the project will cost an estimated $24 to 25 million and include a gym, learning center, public plaza and garage, crafted by architects at Davis Carter Scott. Residences on the north side developed by Arlington Partnership for Affordable Housing (APAH), and designed by Kishimoto Gordon Dalaya Architecture (KGD) are scheduled to begin construction in 2012 with a targeted completion date of late 2013. No general contractor has been selected yet.

Under Arlington's agreement with APAH, the county will build the garage for both the community center and the residential portion, and APAH will then reimburse the county for its expense. "We are hoping to close and break ground...sometime towards the end of Q2 2012" says David Perrow, Project Manager for Arlington Mill. The affordable housing provider will be waiting in the wings, starting work on housing when the county finishes construction.

Residences will include 121 "tax-credit units" that will be open to individual making 60% or less of area median income. In return for affordable housing, the state of Virginia has granted APAH a $2.13m tax credit per year for 10 years, a credit that can be marketed to a financial partner. "We can sell that on the equity market," says Perrow. Construction of the community center should complete by next summer.

Buchanan Gardens Groundbreaking Tonight

Developers will launch the redo of Buchanan Gardens tonight at 5pm. The sprawling affordable housing complex built in 1949 will undergo $32m in renovations at the hands of low-income housing provider Arlington Partnership for Affordable Housing (APAH). The buildings will be gutted and renovated over the course of the next eighteen months.

Financed through loans and grants by the Virginia Housing Development Authority and the Arlington Housing Investment Fund, and with Low Income Housing Tax Credits and grants from private foundations, the housing will be available to those making 60% of AMI or less.

Wiencek+Associates and Hamel Builders will transfigure the 111-unit building into a more modern, greener version of itself, with new energy efficiencies and water saving features. Construction is expected to complete in December of 2012. APAH purchased Buchanan Gardens in December of 2009.

Arlington Mill Ready to Build

Demolition of the community center on Arlington's Columbia Pike is slated in the next two weeks to make way for Arlington Mill, a community center, garage and a low-rise affordable housing complex. "We're just waiting for our electricity to be rewired and then we can get started," said George May, Construction Bureau Chief of Arlington County.

The first phase of the project has a projected cost of 24 to 25 million dollars to build a new community center with a gym, learning center, public plaza and garage, designed by Davis Carter Scott. Residences on the north side developed by Arlington Partnership for Affordable Housing (APAH) and designed by Kishimoto Gordon Dalaya Architecture (KGD) are scheduled to go under construction in 2012 with a targeted completion date of May 2013.

APAH will be applying for the Low Incoming Housing Tax Credit March 11th. The group is slated to build 122 subsidized residences in the second phase of the project, which starts after completion of the community center. In the original plans, 192 residences were to have been built, with 61 slated for affordable housing. Public Private Alliance was unable to secure financing for the market-rate apartments so the county went back to the drawing board in the planning stages, said Maureen Markham, Arlington County Development Specialist. "We had a couple of rough years for the housing market and funding, but things are looking up," she said.

Axumite Village to Break Ground in Spring

Although not exactly equaling the golden-clad grandiosity of the great Axumite Kingdom in ancient Ethiopia, the four-story, 36-unit "Axumite Village" set for 1100 S. Highland St. in Arlington will be a proud accomplishment for the Ethiopian Community Development Council (ECDC) nonetheless. The Arlington County Board approved the Columbia Pike project plans in the summer of 2009, but the developers have been slow to secure financing and move forward with construction. That patience is soon to be rewarded with progress according to project manager and President of the ECDC Dr. Tsehaye Teferra.

Developers are now polishing off the last of the many necessary construction documents due to the County before building can began. "Financing is finalized, and now we must wait for our construction documents to be approved and permits issued," says Teferra. Drafted by local firm KGP Design Studio, the structure, dressed in red brick and accented with sleek black-metal framed industrial windows, will see 12 new townhouses divided into three stacked apartments. The $12 million project also features detailed landscaping as well as 41 parking spaces. Nearly a quarter of the development site is being forked over to the County for public access, as officials propose to extend 11th Street through the northern end of the property.

The Columbia Pike Form Based Code helped guide the development's planning and design, expediting the often lengthy approval process; unfortunately there is no such mechanism to accelerate construction, estimated to last 12 to 18 months. Dr. Teferra says his team hopes to begin that countdown to delivery with a groundbreaking celebration in late May or early June.

ECDC is a local nonprofit that works to "resettle refugees and promote cultural, educational, and socioeconomic development in the refugee and immigrant community in the United States."

Arlington Mill In Process of Selecting Newest Suitor

Plans for a mixed use development set for 4975 Columbia Pike that couples the construction of a new Arlington Mill Community Center with a large mixed-income residential project have been brewing for several years now. Originally devised as a three story multipurpose center with several levels of residential units stacked on top, the now 5-story Community Center stands solo and starkly modern in its newest configuration; the residential building will be constructed separately on the adjacent land. In its inception the development was billed as a large public/private partnership, packaged as a singular entity. But fed up with the roller-coaster-like search for development partners, and having lost their most recent teammate in Edgemoor Real Estate (a subsidiary of Clark Construction) to the slow economy, Arlington County officials decided to press on with their publicly funded side of the development (the community center) while they issued yet another request for proposals for the residential half of the project.

The County steering committee and involved public officials held an open meeting last night at Walter Reed Community Center to unveil the latest redevelopment plans for the Community Center. Looking to make up for lost time, planners are moving forward aggressively with the intention of demolishing the current building in October, breaking ground in early 2011, and opening the doors of the new center in the spring of 2013. The public development team will meet with the Transportation Commission, the Planning Commission, then wrap up proceedings with a final Board hearing on September 28th. With plans finalized, a request for general contracting bids will soon follow.

Although a construction team won't be selected until winter, architects at DCS Design (Davis Carter Scott) have already supplied the updated schematics. The boxy, glassy building brings a bold, urban flare to the Columbia Pike thoroughfare, but an aquatic inspired color scheme of light blues and greens give a calming sensibility to the imposing structure. The five stories will be stacked on top of two tiers of underground parking (140 spaces) and feature a full gymnasium (8,700 s.f.), an entire floor's worth of fitness center, a game room, visual arts studio, mini libraries, a career center, computer labs, and a variety of multipurpose classrooms, study rooms, and meeting rooms.

A County spokesperson explained that their strategy for the updated programing line-up was to create "one stop shopping for County services." The plethora (10) of multipurpose rooms, as well as several fixed classrooms and conference rooms, will provide flexibility for programing, especially as new relationships are built with nearby schools and libraries that may utilize the new space. The Community Center will be financed with general obligation bonds already sanctioned by County voters, most recently a $26 million bond authorized in November of 2006. Community members seemed supportive, but anxious about the dearth of details for the accompanying residential plan.

Arlington County issued a request for proposals earlier this summer, receiving several official plans before the early August deadline. When asked about the proportion of affordable housing going forward, Arlington Mill Steering Committee Chairwoman Linda LeDuc explained that "all six of the received proposals would at least meet the originally stipulated 61 units at 60% AMI. We accepted both mixed income plans," she clarified, "and entirely affordable housing propositions. But it's all kind of up in the air right now." For those who've been tuned in since the beginning, the project has come together at a snail's pace, but once a new developer is decided upon, the process should move more quickly. Officials are expecting the new development team to be poised and ready to apply for HUD's Low Income Housing Tax Credit (LIHTC) by spring of next year.

Because previous plans have already been approved for a 2-5 story residential building, and because the site is to be developed to Form Based Code as part of the Columbia Pike Special Revitalization District, the normally grueling planning process should be quicker and less painful. Financing and other details will of course remain obstacles, and so no time line has been issued. Vetting of submitted proposals will take place throughout the fall, and additional information will likely be provided as the County irons out their more immediately plans for the Community Center.

Columbia Pike Notches Another Improvement

After years of talking, planning, and building, life on Columbia Pike is looking better. Sure, Penrose Square park has yet to be built; ditto on the overdue trolley lines, but at least private development is moving along. The largest of those, Penrose Square, "giving Columbia Pike its own town center," is underway, if behind schedule. The Halstead (866-464-2578) is built and leasing, new retail is in, and Siena Park Apartments are thriving on the once desolate landscape.

Four years after Woodfield Investments began planning the Siena Park Apartments on Columbia Pike, the building is complete and filling with residents. Four months after leasing began, the development team held a "Grand Opening" and is boasting of renting nearly half the 188 apartments. The former site of a Safeway grocery store now holds a WDG Architecture-designed building with office and considerable retail space.

Construction by Paradigm Construction began in 2007. According to Margaret Smith Ford, a Partner at Woodfield Investments, the team "was fortunate that we had our financing in place before...financing options became so slim." Construction wrapped up at the end of 2009 and leasing began in January Smith Ford estimates that since that time 45 percent of the apartments have been leased. The building boasts a communal pool in the interior courtyard and a rooftop deck; a below-grade parking lot has 410 spaces.

The office and retail space on the ground floor is currently unoccupied, Smith Ford said the owners are "very close with a couple of tenants." Ideally the space would be occupied by restaurants, to include a sit-down full-service restaurant and "a couple of more fast-casual" restaurants. The office space could be occupied for "medical use or small consultants" said Smith Ford, adding that the site is "close" to the Pentagon. Future home of Blackwater? Probably not.

Siena Park is "a critical piece to the overall transformation of the Pike" opined Smith Ford. "Next year, when the Giant opens, it's going to create the critical mass you need to make [Columbia Pike] a destination for people looking for housing." People with cars, that is, until the proposed streetcar line delivers.

The five-mile streetcar line, a joint effort by planners in Arlington and Fairfax County, would run from Bailey's Crossroads (Skyline) in Falls Church, down Columbia Pike to the Pentagon City Metro. Because Columbia Pike is so narrow, the trolley would run on either side of the street with inlaid rails that allow cars to coexist with the tracks. Last year the Arlington County Board approved $3 million in funding and agreements with Fairfax County and Washington Metropolitan Area Transit Authority for environmental planning and preliminary design of the Columbia Pike Streetcar. The streetcar, though, is very much still in the planning phase and another year of planning is expected before any actual construction begins.

Columbia Pike Construction Commences

With big changes ever promised for Columbia Pike, evidence of actual progress is worthy of comment, especially when that progress is on schedule. Such is the case of Penrose Square. The only remnant of the former tenants at 2405 and 2501 Columbia Pike is the sad Giant Food sign surrounded by trailers, fences and barbed wire, but the project is on track for its scheduled delivery of late 2011.

Back in March, Foulger-Pratt Contracting won the $79 million construction contract for the building, and construction is now underway; Heffner Architects of Alexandria, Virginia have designed the project. There is little else new on the nearby strip, but Arlington continues to see the slow transformation of Columbia Pike with future plans for a street car with a stop at Penrose.

Carbon Thompson and B.M. Smith Associates will complete Penrose Square as a mixed-use development to include 325 rental apartments, 97,000 s.f. of retail space, and three levels of below-grade parking. Included in the retail space is a rebuilt, 57,000 s.f. Giant supermarket, with the residential units built above. The developers have also donated a parcel of land in front of the development for a new town square for pikers, also called Penrose Square, though right now it's all just one big hole.

The property is bordered by Columbia Pike to the south, Adams Street to the east, 9th Street to the North. Despite the new density, the height will remain low; 6 to 7 stories along Columbia Pike tapering to 3 1/2 stories along 9th Street.

Columbia Pike to Secede from VDOT in Arlington Plan

Arlington County is making a bid to control a 3.5 mile stretch of Columbia Pike now owned and maintained by the Virginia Department of Transportation (VDOT). The proposal would give Arlington County control of the right-of-way from the Arlington-Fairfax County Line to Joyce Street. A press release from the County sites that Arlington is already absorbing most of the cost, and that VDOT is basically standing in the way of progress. Ouch.

The progress Arlington is looking for is the new streetcar line (streetcars are the new blog...everyone's got one). Barbara Favola, the County Board Chairman, said taking control, "will make it easier for Arlington to ensure the transformation of Columbia Pike from a suburban highway to an urban, pedestrian focused and transit-oriented main street." The county will pay for maintenance and other expenses ranging from $180,000 to $450,000. A small price to pay for a progressive County, tired of review processes and applying for design exceptions from VDOT, which often led to project delays. Over the past 10 years, the County has spent about $12 million on capital projects along the Pike with another $9.5m slotted for the future.

Joan Morris, VDOT Public Affairs representative for Northern Virginia, told DCMud that "this was a first" but that the County's plan had been in the works for a while and VDOT had been kept abreast throughout. The project ultimately has to get approval from the Commonwealth Transportation Board, a 17-member board appointed by the governor to oversee VDOT. The board meets monthly and the Columbia Pike issue should go before it in the fall, either October or November, and barring unforeseen complications, the exchange should take place in January.

Columbia Pike is for Squares

Because no revitalization effort is complete without open green space, the Arlington County Board approved the master plan for Penrose Square, a 33,000 s.f. square planned for Columbia Pike's Town Center last night. Designed by a twelve-member citizen Working Group and landscape architectural firm Oculus, Penrose Square is the first and largest of three squares planned for the Town Center, and will include a tree-covered terrace with movable seats and tables, public art, a centrally located paved plaza, and an interactive water fountain.

The square will be developed in two phases. Phase One, a $2.4 million endeavor, will begin construction in mid-2010 and will deliver 17,760 s.f. Phase Two will be coordinated with the redevelopment of the Fillmore Shopping Center site and will cost an additional $2 million. There is no set completion date.

The parcel was dedicated to the county by Carbon Thompson Development, which is planning a mixed-use Penrose Square development that will include a 57,000 Giant supermarket with 325 residential units above it that will be completed in 2011. The project, which was approved in 2006, will also deliver structured parking (325 retail and 400 residential spaces) and 40,000 s.f. of retail space.

Arlington Safeway Site Receives Approval

The Arlington County Board approved plans today to renovate and expand the now-5,000 s.f. Arlington Mill Community Center into a mixed-use development. The project, designed by McLean-based Davis Carter Scott Design, and developed by Bethesda-based Public Private Alliances, LLC, a subsidiary of Clark Construction Group/Clark Ventures, will include brand new retail, residential, and parking space in addition to the new community center. The first of the project's two buildings - the residential portion - will stand five five stories tall. It will house 159 units including studio, one, two, and three bedroom units, sixty-one of them affordable. The second, six-story, LEED-certified civic building will include 33 residential units, 3,000 s.f. ground floor retail, and the 40,000 s.f. community center; Arlingtonians can get excited about a new high school-size gym, two flexible classrooms, and a fitness center. These rental apartments will include ten units for the Department of Human Services for its Supportive Housing Program and 40 two- and three-bedroom units with rent ranging from $993 to $1475. 

Columbia Pike Initiative Coordinator, Jennifer Smith said the project is consistent with the County's vision of revitalization along the Pike. "It will add additional new residential units and me our the long-standing commitment by the county to have an upgraded community center for area residents. A place where they can come together to meet, and greet and have their activities," she said. The developer will not be alone in footing the bill for the development. The project's public areas will be financed by $26 million in general obligation bonds authorized by voters in November 2006. The developer will also receive $11 million from the Federal Low-Income Housing Tax Credits program through the Virginia Housing Development Authority, and $3 million for using the value of the land lease payment to support the creation of the affordable housing units. The 1.9-acre former Safeway site, located at the intersection of Columbia Pike and Dinwiddie Street, will also offer its residents and neighbors three levels of underground parking and a new public plaza along Columbia Pike. Construction is tentatively scheduled for late November.

Columbia Pike: A Streetcar Named Desire

Once tagged as the land that urban planners forgot, "destination" seems to be the new buzzword for developers with a hand in the Columbia Pike Corridor revitalization. Breaking from its existence as a pass-through to DC and back, developers are launching increasingly urban initiatives to attract offices and businesses to the corridor. And now in addition to the high-density mixed-use projects that are taking shape, planners in Arlington and Fairfax County are designing a streetcar that would run from Bailey's Crossroads (Skyline) in Falls Church, down Columbia Pike to the Pentagon City Metro.

"It's an initiative that’s been in works for quite some time, it's been approved and we are in the evolution and implementation of that right now. There is a desire to try to improve both the streetscape and transportation systems (see now the tie-in to Tennessee Williams?). We recognized that with revitalization and increased density there will be more people using the transportation systems," said Pamela Holcomb, Managing Director of the Columbia Pike Revitalization Organization (CPRO), an organization formed in 1986 to resuscitate the ailing thoroughfare.

The "modified streetcar alternative" that was selected as the most appropriate model and that will now go forward is a tram-like trolley. Because Columbia Pike is so narrow, the trolley would run on either side of the street with inlaid rails that allow cars to coexist with the tracks. "This is not seen as a cutesy idea the way some places have done it. It is not for tourists, these modern light rails are intended for efficiency. This will attract businesses," Holcomb said.

It seems those working on the project imagine a more European-style tram reminiscent of Rome and Amsterdam, despite the slow speeds of those systems, that will run with traffic on either side of the street, a unique solution, at least in the DC area, to transportation challenges. Construction on the trolley is slated to begin in 2010 with delivery in 2014.

The trolley will arrive none too soon for developers tasked with integrating a new community with little sense of commonality and that, for its new found density, will stretch over three miles from end to end, but extend no more than one block deep in most places.

Tim Jasper, Project Manager for Columbia Village, said he has seen the benefits of streetcars and thinks the trolley will benefit the developments.

"I pushed for the Scottsdale trolley project too. I think the fact that we are not really on a Metro line here in Columbia Pike makes transportation a little more difficult, there are tons of buses. I think it would be a way cool idea; its kind of a different angle," said Jasper.

The Columbia Village project at Columbia Pike at S. Greenbrier, which developer Fairfield Residential LLC is working to re-name, will bring another mixed-use project to the strip. The site is the only one in Columbia Pike that allows heights over six stories and will, therefore climb to 10 stories (if you got it, flaunt it). The project will include over 234 residential units and approximately 7,500 s.f. of retail space with three levels of below-grade parking.

But other projects are also in the queue. "We are excited about the number of projects on line at Columbia Pike; it will really turn it into a destination (there's the buzzword) for people looking for apartments and retail in the area and make it a much more exciting place," said Margaret Smith Ford, Partner at Woodfield Investments', which is now building the Siena Park project at 2301 Columbia Pike. Designed by WDG Architects, Siena Park will eventually offer up 188 rental apartments, 32,000 s.f. of "neighborhood-serving" retail and restaurants, and 14,000 s.f. of office space. The $88 million project - replacing the old Safeway on the site - will also include three levels of underground parking.

By the time the trolley is finsihed, the Carbon Thompson and B.M. Smith Associates' Penrose Square will be completed as a mixed-use development and a stop on the trolley line. The developers have also donated a parcel of land in front of the development for a new town square for Columbia Pike; Arlington County is charged with its design.

Behind the green space will be a 57,000 Giant supermarket with 325 residential units above it that will be completed in 2011. Penrose Square will offer structured parking (325 retail and 400 residential spaces) and 40,000 s.f. of other retail space; vendors have not been chosen.

Andrew Gutowski, Senior Vice President of Carbon Thompson and Penrose Square project manager said the company strongly supports the trolley. "I've lived in Europe and have seen trolleys and trams and how they can help the community," he said.

He added that the trolley line and grocery store would have a mutual symbiotic relationship, the trolley bringing the store customers, and the store giving residents another reason to use the new form of transportation.

While the exact trolley brand has not been selected, Holcomb said the primary purpose is to more efficiently move people down the pike. Fear not, bus lovers, public buses will still be used during rush hour. As construction continues along the pike, the trolley team is in the process of environmental planning and engineering studies.


Also in the area is DSF Advisor's Halstead at Arlington, a 269-unit residential project with over 40,000 s.f. of retail and 450 spaces in an underground parking garage in the Southwest corner of Columbia Pike and South Walter Reed Drive. An example of a neighborhood-rebuilding project, the development will restore the facade of the Arlington Hardware building and will build a new location for the Arlington Free Clinic.

Arlington County In Search Of Developers for New Columbia Pike Project

For years, Arlington County’s long-neglected Columbia Pike corridor has stood by while other areas of the county saw new residential and commercial development, the windfall of the hot real estate market. But the next few years will be the Pike’s time to shine, as a number of revitalization projects are about to deliver, break ground, or make progress (such as the 235-apartment Columbia Village, the 299-apartment Penrose Square, the proposed $150 million streetcar system planned for a five-mile stretch along Columbia Pike between Pentagon City and Skyline in Fairfax, and more . Next up: Arlington County’s proposal to redevelop the Arlington Mill Community Center site, located at 4975 Columbia Pike, just west of S. 4 Mile Run Drive. The County is now accepting proposals from pre-qualified developers interested in turning the Center into a mixed-use site, with a new community center, up to 250 residential units (no decision yet on condo or rental), and 5,000 sf of retail space. The County hopes to have a partner for this project selected and ready for the County Board’s approval this July, with final approval hopefully granted by year’s end.
