Georgetown Neighborhood Library Rising from the Ashes

The District of Columbia Public Library (DCPL) this morning held a pre-BID conference in the gutted interior of the Georgetown Neighborhood Library (GNL), which suffered severe fire damage in April of 2007. Full funding for the project has already been allotted by the DC government, but designs for proposed renovations and additions by architects Martinez & Johnson are still months away from completion. In the meantime, DCPL and the construction manager for the project, Smoot Construction, are now offering contractors three different BID "packages" that can get underway in the coming weeks: hazardous material removal, historic salvage and protection, and supply of site facilities. Following final approval of the architectural designs, Smoot projects that 14-25 more packages will be advertised to facilitate a spring 2010 reopening. Library officials went on to assure the construction representatives in attendance that any current litigation pending against the DCPL will in no way affect the timetable or funds assigned to the project.

Proposed modifications to the original 1930s building include an addition to the library’s firstGeorgetown Library - DC commercial real estate news floor, new stairways, elevators and internal systems, demolition of several existing walls, and the complete refurbishment of fire-damaged library accoutrements. Historic wood Washington DC commercial real estate for salefixtures on site will be removed and restored off-site, while the library’s basement will also be reconfigured into a more user-friendly space. Luckily, the building’s facade suffered only minimal damage - the library’s concrete and steel skeleton and masonry walls rendered it essentially fireproof – and will not need significant restoration.

The initial cause of the 2007 fire was chalked up to faulty wiring. Capitol Hill's Eastern Market, which notoriously also caught fire on the very same day as the GNL, received $2 million to rebuild from the DC government two weeks ago.

Georgetown Library Emerges From Ashes Dapper As Ever

Closed since a rooftop fire and water damage compromised its structural integrity in 2007, like a Phoenix, the classy new Georgetown Library will be reborn this Monday, as it once again opens its doors to the public. Luckily for DCMud, DC Public Libraries offered guided media tours, enabling a sneak peak at the completed restoration. The District Library development staff in partnership with Martinez & Johnson Architects have done a remarkable job of resuscitating the historic library, creating a new and improved building, while maintaining and preserving its storied character.

By excavating and expanding the front porch and the back terrace, as well creatively reinventing the top floor attic space and the basement levels, the development team has significantly expanded the total square footage available for library programming. The once gutted and destroyed interior now features improved lighting, state-of-the-art electronics, restored or impeccably replicated millwork and wood furniture, and much more. There is an expanded dedicated space for teens, including several high-end Apple computers for arts and media-specific exploits. A more modern staircase has been installed through the middle of the building, intended to make the multiple levels the library has to offer more visible and obvious to visitors. A larger and artfully designed Peabody Room has been included, housing a collection of materials on the history of Georgetown. A new bright, and more open children’s room with a special glass-enclosed story time space, as well as an outdoor amphitheater-like, stair-cased grass terrace have been created for children's events. Words don't do the new library justice, go see it for yourself Monday. In the meantime, check out the photos below for a glimpse of the restored library.

Plans for West End Library Renovations

West End library redevelopment in Washington DC stopped by Ralph Nader Washington DC West End Library, Save DC's libraries, EastbancThe District will soon write the next chapter of its library tales when it issues a solicitation for developers for Square 37, home of the West End Branch of the DC Public Library, sometime this fall. Though the West End's story does not have a plot as dramatic as that of the Tenley Library, efforts to redevelop the site on the corner of 24th and L Streets, NW have still faced traditional District-neighbor conflicts. A year ago, the DC Council passed "emergency legislation" to sell the site to EastBanc Inc., only to rescind it at the opposition of the community. Foggy Bottom, West End, and Dupont Circle ANCs, community groups, residents, and business representatives have since taken the reigns and held vision sessions, distributed surveys, and conducted studies of who uses the library, how the catalogue can be improved, and what amenities should be included in the branch's redevelopment. West End Library Friends Stakeholders Committee released their "Guidelines for a New or Fully Renovated Branch Library" mid July. In it, the group calls for a coffee shop with an outside entrance, attractive, well-landscaped grounds and accessible inviting sidewalk space and entrances, office space for local ANCs and community organizations, and an architectural team that is familiar with library design. Robin Diener, director of the DC Library Renaissance Project, an organization founded by Ralph Nader to improve the DC Public Library system, said the report is consistent with what her organization wants to accomplish on the site. She also stressed that the District should do a better job of including the community in the planning process. "We think that planning should be dealt with early on by the community and that we should see a more comprehensive planning process. We had our own vision session that was shorter than the Friends of the Library, but still very comprehensive, and then the Office of planning had a meeting in which they read back to us what we had put forward. It was a standard question and answer and they were very generous in answering our questions, but it wasn't much of a program. 

The second meeting that they hosted was more of the same. There will be two more in September but my impression from what happened is that they will be more of what was already done," she said. Diener said that under current procedures it seems that the District cares more about which developer is interested in the site, than what the community would like to see. "DC is missing a critical piece of planning that should happen before there are discussions with developers. In DC, what we do is we talk to developers and see who might be interested in the project and then talk to the community, it should be driven the exact opposite way. Now it seems like they (the City) have got an idea, and they're trying to put an idea out there in a way that people can be respond, but that plans have already been determined," she said. Many of the redevelopment suggestions for the parcel at the corner of 24th and L Streets, NW are related to the large homeless population that congregates in the library. 

A survey issued to 348 self-selected respondents by the Friends of the Library showed that the homeless population's use of the library is "a deterrent to greater use by other patrons." The report recommends fewer reading tables to deter homeless people from congregating, removing parking meters in front of the building so that bags can not be tied to them, limiting the number of bags each person can bring to the library, and adding stand-up computer-only tables. In addition to interior and exterior design guidelines, the report calls for a revamped collection that better reflects the demographics of the users. "Those who do use the library are older, wealthier, better educated, and less racially diverse than the general population of the District; and, therefore, the collection, programs, and services for this particular branch, like all branches, should be tailored to the population it serves." EastBanc developed the Georgetown and West End Ritz-Carltons.

Eastbanc to Unveil West End Residences

At long last, Georgetown's Eastbanc will unveil its plans for West End library and fire station sites on the 25th of April at a meeting of the ANC. After months of meeting with local community groups to fine-tune plans, Eastbanc intends to roll out its plans more publicly for redevelopment of the two sites.

Eastbanc's proposal is for a 52-unit low-income (max 60% AMI), 90 foot residential building above a new fire station on M Street, and a 10-story residence of up to 180 units above a new library and retail filling the 2300 block of L Street. The developer was selected by the District of Columbia in March of 2010 to redevelop the 4 city-owned sites - 1 at the fire station and 3 contiguous sites between the West End Library and special operations facility at 23rd and L, each a 2 story, deteriorating building subsumed by development and recent population surge. Eastbanc is not releasing its designs until the ANC meeting, but early renderings (at left, above) indicate the projects will be in keeping with the designer's minimalist, contemporary style.

The project is being designed by New York and Mexico-based TEN Arquitectos, (for Taller de Enrique Norten) and will add 10,000 s.f. of ground floor retail to the street.

Enrique Norten, lead designer on the West End project, started TEN Arquitectos in Mexico City in 1986 designing small, modern single-family homes. The firm has now swelled to an international presence, though still with a predominantly Mexican portfolio, and seeks to "straddle the line between Mexican and New York sensibilities," says a spokesman, who says Norton creates for a "very minimalist aesthetic." The architect has received attention for his redesign of federal buildings throughout Mexico as well as several high profile projects in New York City.

Completed projects and proposals bear that out, with designs that encompass simple, angular and monument- style towers with expansive footprints as well as diminutive rectangular buildings in more clustered urban spaces, most of which reject the graph paper effect of even lines and flat facades in favor of broken, asymmetrical contours and surfaces. Sean Stadler, Principal of WDG Architecture which was chosen as the architect of record to execute the designs, says Eastbanc's choice of Norten demonstrates Eastbanc's commitment to "trying to assert good architecture into the community." Says Stadler, "they approach development not just from a dollars and sense position. I think that TEN Arquitectos is thinking with a much more global eye on architecture than DC tends to, and I think that's part of the strategy that Eastbanc has had in the past." Citing Eastbanc's other accomplishments at 22 West and Ritz Carlton Georgetown (a former power plant), Stadler credits Eastbanc with the transformative effect of well executed project. "If you look at the old power plant in Georgetown, its really made it a much more personable place."
To accomplish the LEED - possibly gold - ranking that Stadler says the team is striving for, and which Eastbanc didn't apply for on prior projects, the architect says to expect efficient glass, solar shades, exterior louvers, a green roof, and the latest wastewater management strategies. Noting the "strategy in this project in reducing our carbon footprint," Stadler calls the mostly glass, louvered shell "a much more efficient vehicle to stop heat from entering the building. Its not an eyebrow, but a more European approach, an operable full louver, somewhat like a blind on the exterior." According to Stadler, the exterior blinds block heat before it enters the building, in contrast to interior blinds, but also "visually adds texture and depth to the facade."

Eastbanc's Joe Sternlieb says the April 25th unveiling will be just the end of a years-long roadshow, acclimating the public and seeking input that has honed the design. "We tend to do alot of community meetings before we file...we've had over 60 community meetings so far over last 4 years, and retooled project many times based on community feedback." Sternlieb says he hopes to file the PUD application with the zoning forces in the first week of May, in conformance with milestones dictated by the District government, though he declines to set a timeline for construction, saying only that construction could begin within a year of zoning approval, or late 2012, at best. Only the library-police site is subject to zoning review, with the fire station "within the zoning envelope." LeMay Erickson Willcox Architects, which has expertise in designing fire stations, is helping craft the M Street site.

While the library and fire station will be rebuilt on site, the special-operations unit will be moved elsewhere.

Wormley School Phase II Development Begins

Five years after Bethesda-based Encore Development purchased the Wormley School building from Georgetown University for $8.3 million and began marketing townhouses and condos, Encore says it is ready to begin building its townhouse portion of the project. The initial plan was to transform the historic brick school into seven condominiums and construct six new townhouses on top of a parking garage, replacing the school's parking lot and playground. The 7-unit converted schoolhouse delivered in 2008, but the vision for a row of six new townhouses seemed to fade as sales for the condos were stubbornly sluggish and presales of the townhouses nonexistent. However, after recently selling the last of the condos after more than 3 years of marketing, Encore's financiers gave them the go ahead to begin construction on the six townhouses, and work has now begun on the site.

The site, at 3325-3329 Prospect Street, is just one block north of the M Street, along the migratory student path between M and Georgetown University. The six townhouses will each consist of four levels and a loft, totaling somewhere between 4800 and 5200 s.f. Each home will be accompanied by two parking spaces, and are currently priced starting at $3.95 million, running up to $4.95 million. The row-houses should be delivered in roughly a year.

The "finely-crafted, Victorian-style luxury townhouses with details of quintessential Georgetown originals" (according to the listing) are designed by Cunningham & Quill Architects. The end unit will include four bedrooms and bathrooms, four fireplaces, formal living room and dining room, library, and a grand kitchen that opens into a family room. The master suite features a private terrace, and the third floor operates as a two story conservatory. That's not all, also comprised in the property is an in house elevator and relaxing private garden.

A diligent effort has been made by the architects and developers of this project, in cooperation with Old Georgetown, Citizens Association of Georgetown, and HPRB, to ensure that the historical integrity of the block and the neighborhood are preserved. Because two row houses already existed at the end of the block, these new houses will join the established roof line and facade closest to the street, while the renovated Wormley School will soak up the majority of the passerby's attention - as it remains set back several feet to draw the wandering eye towards its historical and architectural significance.

Many specific architectural details will be replicated in the newly constructed houses so to provide visual clues for the onlooker, reminding them that this is a classic Georgetown townhouse in the historic Georgetown neighborhood. Both cornice lines and the articulations of the roof line will be matched to the existing houses as the row tapers down the street. The houses will all be approximately the same width as a typical Georgetown row house. They will also be proportionally similar. Other visual clues meant to reference the iconic Georgetown home are the windows (mainly type two over two), archway styling, the steps and entryway as they relate to the proportioning of the transition to the sidewalk, as well as stone stoops, railings, and gardens. Although many row houses in Georgetown are bare brick, the designers opted for the also common painted frontage, selecting subtle neutrals (grays, yellows, and whites) so to enliven the facade but not call too loudly for attention (think San Francisco painted lady houses). "Our ultimate goal with the design was to complete the pattern of the existing block," says architect Chris Morrison, "and I think we did that intelligently and respectfully."

EastBanc Prepping for 2012 Start in West End

Hoping to begin construction by this time next year, the joint venture EastBanc-W.D.C. Partners LLC - led by EastBanc and joined by The Warrenton Group, Dantes Partners, and LS Caldwell & Associates - will seek Zoning Commission approval on December 19th for its West End development site.

Though hope springs eternal for the development team, Joe Sternlieb, head of real estate acquisitions at EastBanc, knows that the potentially elusive 2012 start date depends on how long it takes to trudge though and pocket approvals from D.C.'s various commissions and committees, in this case Zoning, the Commission of Fine Arts, and DDOT's public space committee, among others - yet, the team is making strides, and although the design seems to change daily at this point in the process, Sternlieb remains optimistic.

With the CFA process begun, and DDOT in the future, the focus now is on Zoning's approval of the Planned Unit Development for Square 37, one of two West End sites being developed in conjunction by EastBanc. The other, Square 50, will be matter of right. The Square 37 property - fronting L Street between 23rd and 24th Street, NW - consists of three lots now holding the West End Library, a Police Operations facility and a surface parking lot. The site needs to be rezoned as Commercial Residential (CR) in order for developers to construct a mixed-use, 11-story building designed by architect Enrique Norten of TEN Arquitectos that will house a new West End Library, 7,617 s.f. of additional retail space which includes a corner cafe, and approximately 180 residences.

Zoning Commission approval of the plan (the PUD) and rezone request should be the easy part. Capitalizing on the West End site was the goal of the District, which issued a Request for Proposals (RFP) for redevelopment (of both Square 37 and 50) in October of 2009. The city selected EastBanc in March of 2010; the winning developer beat out one other competitor thanks to asserting it would build both a new library and a new fire station without District subsidy. And in advance of EastBanc's PUD application filing, Victor Hoskins, Deputy Mayor for Planning and Economic Development, sent the Commission a letter in support, highlighting that fact.

The entire project includes four District-owned sites at Square 37 and 50. The Square 50 portion (the other component not included in the Commission's review this month) includes the new West End fire station which will be topped with below-market rate residences, located at 2225 M Street, NW. Although both buildings at Square 37 and 50 are the vision of Enrique Norten, the project's architect of record is WDG Architecture.

District backing can only get the project so far, however. The development team will have to revisit the Commission of Fine Arts, after the CFA determined in its October 20th review that the library exterior needs a little "refinement," and suggested a "de–emphasis of supergraphics on the windows to support the clear architectural expression of the entrance."

The CFA also expressed concern about "building performance, such as the maintenance of the glass and metal skin of the building," and will have the chance to review another submission for the project in the near future. However, in a letter to Victor Hoskins, the "Commission commended the developer, DMPED, and the D.C. Public Library for their collaboration in supporting this distinctive design."

The entire Square 37 and 50 redevelopment project is part of Georgetown-based EastBanc's purported goal "to transform the once sleepy West End from a 'transitional zone' between Georgetown and Dupont Circle into a vibrant urban neighborhood with its own unique identity."

Eastbanc to Turn Georgetown School into Condos

Recently, the Corcoran College of Art and Design announced that Eastbanc was the winning bidder on the old Fillmore School building on 1801 35th Street, NW, at Georgetown / Burleith border. Corcoran purchased the property in 1997, but expansions and growth of the student body has the school seeking more space elsewhere in the city. The announcement in April was for a purchase and sales agreement; the sale has yet to be finalized and the purchase price has not been released. DCMud has confirmed rumors of a condo and residential project for the future of the site, though details are not yet determined. Eastbanc, which has worked on 60 or 70 buildings in the Georgetown area over the past 20 years, won the bid for the site over as many as eight other firms, according to Sternlieb. Eastbanc was recently awarded an RFP to develop in the West End into a mixed-use project and new library and fire station. The developers plan to convert the existing school building into condominiums and build new townhouses along 34th Street on the site of the 100-car parking lot. Sternlieb said the team is working with undisclosed architects on drawing several potential development plans that the team will share with the community, including the ANC and the Old Georgetown Board, "in the next few weeks." From there the team will likely go to the Board of Zoning Adjustment to amend the allowed use for the lot, though the project will reportedly not require a PUD zoning amendment as contemplated. Sternlieb said Eastbanc is "probably looking at starting something in the summer of 2011." Eastbanc must have pondered the fate of the Wormley School more than momentarily. The former Georgetown school was converted into condos and began sales in 2007, with developer Encore intending to turn the building into 7 condos and add 6 townhouses, but sales languished, with some units still unsold, and the townhouses remain just a vision. The Corcoran purchased the Fillmore from the District government in 1997 for $1.5m. The Fillmore was built in 1892 and remains one of the few tributes to the all-but-forgotten former President Millard S.

DCMud 2010 Year in Review

2010 may not have been a chart buster for real estate, but by most accounts it beats 2009. DCMud presents its annual report of what happened, and what didn't, this year in the world of commercial real estate. 

To start the year, the Coast Guard Headquarters received a thumbs up (Jan 7) from NCPC for the WDG Architecture and HOK designs. Silver Spring will get its arts venue now that the county has reached an agreement (Jan 15) with developers to swap land.  Lee Development Group intends to build a hotel, office building, and 2,000 person music hall in the CBD. Another church sold out to developers (Feb 2), as Lakritz Adler planned to build 200 apartments in place of the First Baptist Church of Silver Spring, just across the street from the library that just got going. Right next door, the county asked developers to submit bids (Feb 3) for another residential project. Progress crept forward on the purple line when the county decided to place it next to the bike trail. The Moda Vista finally took off (Nov 8). Wheaton could be transformed, now that Montgomery County Wheaton Safewayand WMATA have asked developers to submit bids (Jan 21) to control 10 sites downtown, with a B.F. Saul lead team chosen for most of it (July 29). Patriot Realty submitted formal plans (April 13) for 500 apartments above a new Safeway downtown (pictured). EYA began plans to demolish the James Bland Addition public housing project in Old Town Alexandria, which it followed through on, to make way for a mixed-income housing project, now for sale. The Takoma Theater was the subject of a showdown between its owner, who wanted to tear it down and build apartments, and the Historic Preservation Review Board, which liked it just the way it was. The District pushed forward with plans for Skyland, pushing out owners to make room for a developer, testing constitutional boundaries (March 12), even after a national trend by states to stop such practices. Middle Georgia Avenue boomed this year, while the northern and southern ends were a bust. Middle Georgia got a new restaurant (Jan 27), and a new apartment building by Chris Donatelli (March 21), now that both have started construction and are well on their way to completion, as well as a new CVS. NDC got underway on The Heights (May 24), and proposed The Vue (Dec 12). On the lower end, redevelopment of the Bruce Monroe school fizzled (Aug 10), and the planned Howard Town Center went nowhere. Moving to downtown DC, L'Enfant Plaza stands a chance of becoming less frightening, now that a cabal of federal planners and developers are in cahoots (sort of) (Jan 29) to rebuild the '60's era mass of concrete into something less awful. Not quite ready for prime time: a 14th Street condo project in Logan Circle promised for 2009 failed to get underway in 2010, despite ongoing predictions things were "imminent". The Arts at 5th and I took one step forward and two steps back, as Donohoe Companies and Holland Development, which won the rights to develop the site in 2008, admitted they were not ready and turned the Mt. Vernon site into a parking lot (Feb 9). Holland later said (Nov 18) that they were getting "closer." Alexandria pondered how to make the King Street Metro less unfriendly to pedestrians (Feb 10). The District began a long process (Feb 12) of reshaping Dupont's underground trolley station into something useful, long after it failed as a restaurant venue. The District eventually selected an arts coalition (Oct 21) to build out the space. The Corcoran, which had partnered with Monument Realty to convert southwest's Randall School into a large apartment building, gave up the ghost and sold the project to private investors (Feb 18). Senate Square on H Street was sold at auction (Feb 22) to its mezzanine lenders, relieving New York's Broadway Development of one its DC debacles. Broadway had already defaulted on the Dumont, and soon Arbor Place, its investment in Jim Abdo's New York Ave project-that-wasn't, would also fall apart (May 14). M.M. Washington High School was given to a team of local developers who planned to turn it into subsidized senior housing (March 15), construction is expected by mid 2011. A Woodmont Triangle church has been trying to morph into an 8-story, 107-unit apartment building along with a new church, moving through approvals and looking for a partner after Bozzuto backed out (March 16). DC and the feds gave money ($7.2m from DC) to Urban Atlantic and A&R Development Corp. (March 18) for the 8.5 acre Rhode Island Station, which then broke ground May 18th. Greenbelt Station gets more hopeless by the year (March 24). H Street swelters: The Rappaport Companies got ANC approval (March 26) for Rappaport apartments and retail for lease on H Street, DCits Torti Gallas designed, 400-unit building on H Street, heating up the retail corridor just as the trolley lines are finishing up. Clark Realty broke ground on Arboretum Place (Sept 15) at the eastern end, and new supermarkets are planned for the east (Aldi) and west (Giant) ends. After years of litigation, Ed Peete's Bromptons project made a comeback in Arlington (March 27). Alexandria skyline rising: The Hoffman Company will put 1,200 new rental apartments and upwards of 70,000 s.f. of retail adjacent to the beltway in Alexandria, rising up to 31 stories (March 30). An Arlington church cleared its last legal hurdles Arlington Virginia real estate project- the Views at Clarendon(April 16) and began building the Views at Clarendon (pictured), a mixed church and residential project, which other urban churches eyed with interest (Oct 11). Arlington kicked off Long Bridge Park (April 21), its 46-acre isolated brownfield on the edge of Pentagon City that it hopes will become a major attraction. DC opened its riverfront park next to Nationals Stadium (April 27). Next door, Canal Park got underway in Southeast's Capitol Riverfront (Aug 26), a neighborhood that added more than a thousand new residents in 2010. Hopes of Utopia were raised, then deflated, U Street developer Georgetown Strategic Capital predicted imminent progress (Apr 22), then got a 2-year extension (June 26) to build his apartment building and retail project. LCOR broke ground on the Nuclear Regulatory Commission building in North Bethesda (April 28). The MBT bike trail opened a new leg in Northeast DC (May 3). Georgetown's Social Safeway reopened, newer, bigger, better (May 4), as did the Georgetown Library (Oct 14) after a devastating fire in 2007 on the same day that Eastern Market smoldered. The Cohen Companies floated plans for a large residential project at 14th Street and Virginia Avenue, SE (May 5). Brookland had a great year, breaking ground on Dance Place and Artspace, EYA broke ground (May 6) on 237 townhouses, and Bozzuto and Pritzker Realty Group partnered up to build Jim Abdo's mixed-use project (Aug 20). Abdo's other grand plan, Arbor Place on New York Avenue, got no such reprieve, and faded away (May 14). The District broke ground on Sheridan Station, a 344-unit public housing project in Southeast, hoping to cure its crime and upkeep problems (May 10), as well as a host of other affordable housing projects. Construction got underway on the Martin Luther King Memorial (May 14).Capitol Hill real estate - Louis Dreyfus to demolish historic rowhouses in DC Louis Dreyfus demolished a block of historic homes (May 20) on the edge of Capitol Hill, ostensibly to build Capitol Place, with 302 apartments, but so far have only turned it into a parking lot. Columbia Pike saw several apartment buildings open (May 23) as development of all kinds took hold, but no trolleys yet. The Loree Grand opened to residents (May 31) just after Paradigm opened its doors (May 28) as the first new housing in NoMa in a century. Archstone broke ground on more residences for NoMa (July 21), 469 apartment units (pictured, right) designed by Davis Carter Scott, on track for a mid 2012 opening. DC reached the 100th anniversary of the act of Congress that gave the District height limits (June 1). Southwest DC passed several milestones, as the Southwest station reopened (June 3) along with a new Safeway. It made nominal progress on the Waterfront (Aug 18) with its first demolition and release of early designs (Sept 30), but construction is not expected any time soon. Capitol Hill's Old Naval Hospital began the rebuilding process on its way to becoming a community center (June 10). The Monty, a long-planned Bethesda high-rise, got a new owner (Bainbridge) (July 1) and soon after got ready to break ground (Nov 5). Work got started on 1000 Connecticut Ave, designed by Pei Cobb Freed, perhaps DC's most visible office building (July 12). Post Properties got underway (Aug 9) on phase two of its Carlyle Square apartment project in Alexandria, 344 new apartments designed by SK&I Architectural Design Group. Park Morton got another public injection of cash, likely clearing the way for a large affordable housing project. Developers should break ground on the 500 units during 2011. JBG found a financing partner (Aug 15) for its 14th Street condo project, gave it a new name (Oct 27), and said it was ready to break ground this year, though that hasn't happened yet. A 42-acre parcel in Northeast was planned by Trammell Crow for a big box destination (Aug 17). Capital One proposed a more urban remake of 23 acres (Aug 19) in Capitol One Real estate project in Tysons Corner - retail for leasedowntown Tysons Corner. The Bonstra Haresign design, however, is expected to be built only a few bits at a time, if at all. A long time coming, the Howard Theater began a transformation that should help restore some if its former glory (Sept 1). The Smithsonian unveiled revised plans for the the Museum of African American History and Culture, to take up the last free spot on the Mall (Sept 3). Reston Station got underway as the public garage component began construction (Sept 6), and Comstock Partners planned an early 2011 groundbreaking on their portion, more than a million s.f. of development at the end of phase 1 of the Silver Line Metro extension. Urban planners began thinking through a full makeover of Mt. Rainier nearly a century after the city peaked as an inviting community (Sept 22). Washington Property Company started work on its 16-story residential building in Silver Spring's Ripley district, designed by the Lessard Group (Sept 29). Marriott Convention Center DC on Massachusetts AVenue After decades in the making, Marriott's development team began site prep (Oct 20) in downtown DC next to the Washington Convention Center, then broke ground on the 1175-room hotel. Equity Residential bought the plans for a Lyon Park project in Arlington and expected to break ground soon on the new apartment building and retail (Oct 5). Arlington selected Arlington Partnership for Affordable Housing as the developer of the residential portion of Arlington Mill, a subsidized residence and community center (Oct 6). In Rosslyn, the Artisphere opened, adding a touch of nightlife to the 9-5 neighborhood, a new office building and street gotRosslyn real estate:  Monday Properties building 1812 N. Moore office building underway courtesy of Skanska (Sept 18), and JBG nearly started work on Rosslyn Commons (Oct 3), 454 new units of housing. Monday Properties began work (Oct 12) on 1812 N. Moore, their speculative 35-story, 390 foot office building (pictured), what will be the region's tallest building when completed. The Davis Carter Scott-designed structure will rise above the new Rosslyn Metro station. Developers of CityCenter DC said they would be ready to fill the gaping hole downtown by next spring (Oct 22), despite the apparent lack of an anchor tenant. Paradigm Development began work on more than 400 apartments in Mount Vernon Triangle (Oct 27). Carr Properties and architects at SmithGroup came up with plans to add an office building onto the Corcoran Gallery of Art (Nov 5). The cash-strapped Perseus sold 14W to JAG, which said it could start building the 14th Street project almost immediately (Nov 24). Next door, work began on UDR's apartment building after delays and extensions (Dec 15). In the last item of note, Shaw's Progression Place started up (Dec 22), though the more meaningful O Street market got nowhere, despite an official groundbreaking (Aug 30).

DC Council to Halt West End Development Process

This week, several DC Council members pledged to rescind a resolution passed earlier this summer which would have granted the rights to purchase three separate parcels of land in DC’s West End to DC-based Eastbanc Inc. at market rate. The Council had passed the emergency measure in July, granting Eastbanc the right to develop the properties in exchange for its commitment to rebuild the fire station, library and the Tiverton apartment building. Eastbanc would have purchased the properties for the appraised value of the "highest and best use" of the land, less any improvements and services that the Council required as a condition of the transfer. 

Under the terms first passed by the Council, Eastbanc would have been required to build a new fire station and library to the specifications of the city, and provide an affordable housing component in what is probably the highest priced neighborhood in the city, on average. The Council also bestowed an interest in the project to a minority developer by requiring Eastbanc to grant 35% of the contract value to a "disadvantaged" local firm, naming several such firms in case Eastbanc's rolodex was short on minority business owners.

The DC Library Renaissance Project, an interest group formed by Ralph Nader with the goal of maintaining the public interest in the District’s libraries, held a rally opposing the resolution. Members of the Library Renaissance Project communicated with both Eastbanc and the tenants of the Tiverton in an attempt to head off the resolution. Robin Diener, director of the DC Library Renaissance Project, commented on the tenants' position: “The residents of the Tiverton had entered into a contract to negotiate exclusively with Eastbanc, and the negotiations later broke down and were legally severed. According to the tenants I spoke with, the terms of the contracts offered by Eastbanc for the purchase of the building were not as promised. A non-negotiable requirement of the tenants was that they support the terms of the Planned Unit Development unconditionally for the ultimate development of Lot 37 by Eastbanc.”

The disposition of the 24th and L Street property went to council on July 10th 2007, where Council members voted on whether to approve Eastbanc’s acquisition of the public property. Councilmember Carol Schwartz, chairperson for the Committee on Workforce Development, halted the process, claiming in a letter to the general public that she “wanted citizens to have at least some opportunity to delve into the particulars of the proposed disposition.” She, together with Councilmember Kwame Brown, scheduled an emergency public meeting on July 3rd after which she voted to approve the Mayor’s legislation in a rushed effort to protect the tenants of Tiverton.

In her statement to the public, Councilmember Schwartz stated, “now that the Tiverton tenants are pursuing other options that should protect them, there is in my mind no longer an emergency.”
Eastbanc has revitalized several neighborhoods in the District. Their past projects include a majority of the development around the West End and Georgetown, including both Ritz Carlton residences, 3303 Water Street and Cady’s Alley. Eastbanc is currently building 22 West, an 95-unit condominium fetching anywhere from $800 to $1000 per square foot, one of the highest selling properties in the DC area.

Who Lived Here? Researching the History of an Old Home in the District

When he went searching for a home to buy in 1992 in Washington DC, Paul Kelsey Williams was seduced by a building at 1800 Vermont Avenue. Never mind that the neighborhood had been crime ridden, he was attracted to the corner house shaped like a miniature castle. After move in, a neighbor illuminated its history, it turns out that Williams lives in what used to be the Frelinghuysen University, a co-op for black working class adults built by Diller Groff in 1879.

With a graduate degree in historic preservation, Williams has an inclination to find the history of a property. As blogger for WashingtonHistory.com and author of several books on local history from Arcadia Publishing, including Greater U Street, Cleveland Park, Capitol Hill and Woodley Park, he wanted a home with an eclectic past. As a result, he ended up looking at homes in Logan Circle region in particular.

It doesn't take a degree from Cornell (though Williams has one) to find out the history of a home. Williams says it's easy if you start with the Washingtoniana Room of the Martin Luther King Library.

The Washingtoniana Room houses residency records from 1822 that include occupation of each homeowner and place of employment; individuals and families associated with a property can also be researched from 1790 in the HeritageQuest database by Census year. The library also files information on permits to build homes and additions from 1877 through 1949 (permits to build after 1949 are at the D.C. Archives). If you're really interested in going as far back as before the home was built, there's information associated with the city block and parcel of land that can be found in the Assessment Directory kept at the reference desk.

Speaking on his own neighborhood, Williams noted the treasures of the past he has discovered. "What I think is fascinating is the transition of Logan Circle and U Street from white to black-owned." Williams searched census records to discover the transition of home ownership in the neighborhood started in 1900 and continued through the '20's, during which time rowhouses were snapped up by middle class African Americans when whites moved to Dupont Circle and along Massachusetts Avenue where new homes were being built.

"Who was the architect, the original owner, how thick the walls are, the original cost, what the foundation and roof is made of, it's all there," says Williams. "Aside from adding to the story of your home, this information can be valuable if you're considering renovations."

If you're looking for information on an old home on Capitol Hill, Georgetown, Logan or U Street, there's a good chance it was built between the 1870's through the 1890's, during the first wave of building in D.C. An expanding government after the Civil War brought an influx of laborers and and a development boom.

Many homes in the area had been designed by one of three architects: Diller Groff who had built Williams' home, and Thomas Franklin Schneider was also prolific, having designed nearly 2000 buildings in the area between 1880 and 1900, including The Cairo as well as the 1700 block of Q Street, NW. George Cooper is the third most noteworthy architect of the era, having designed the Bond Building at New York Ave. and much of 14th Street, among others.

And as for Georgetown? "The funny thing is, many people think that the houses in Georgetown were among the most coveted," says Williams. "But unless they were the big mansions, they housed the butchers and the bakers in the 1870's and 1880's."

West End's Newest Condos

Washington DC commercial real estate, retail leasingWashington DC's West End neighborhood has two more condominiums to call its own. The neighborhood that had until the past few years been the DMZ between Georgetown and Dupont, home to emergency vehicles, gas stations, and crumbling embassies, has nearly completed its neoresidential transformation. After two years of construction, Eastbanc Development's 22 West has begun moving residents into the building. One block away, the Tiverton Apartment building is now undergoing renovation to convert the historic apartments into a condominium. The Tiverton, at 1121 24th Street, was purchased by Keener-Squire in early 2008, which removed theWashington DC commercial property, West End Flats, Eastbanc, Tiverton Apartments, Keener Squire, Shalom Baranes tenants to make way for a full renovation and conversion into the West End Flats. Sales by Coldwell Banker Residential are expected to begin in September. 

Sale of the building touched off a firestorm last fall when Georgetown-based Eastbanc proposed a comprehensive development package that included the Tiverton. Under the proposal, Eastbanc would have purchased three parcels for market rate, including the Tiverton and adjacent West End Library site, and would have provided the District with a new fire station, library and Special Operations Division of the Metropolitan Police Department, all of which demeaningly outdated. The DC Council approved the real estate sale last July but, waking up the next morning and realizing what it had done, was suddenly revolted at the non-competitiveness of the agreement, and on October 2nd, with neighborhood activists protesting to have more input in the District's sale of land, unanimously passed a motion to reconsider the sale. The Council then passed a second motion proposed by Councilmember Jack Evans to table the property disposition, which effectively ended discussions on the deal. The 22 West, Eastbanc, West End, Washington DC, new condosCouncil initially approved the development plans "in the belief that [the Council] was protecting the rights of the Tiverton tenants," said Evans at the time, but in the end the entire council buckled, and eventually sold the Tiverton separately, sacrificing development of the library, fire station and police station. The West End is surrounded by tony condos like the Columbia Residences, which converted the old Columbia Women's Hospital, and Ritz Carlton, also by Eastbanc. The Tiverton is expected to be ready in early 2009. 22 West, designed by Shalom Baranes with a zinc exterior, is selling its 95 condos from the upper $700k's.
