Bozzuto Planning...Something...on New York Ave.

The Zoning Commission yesterday took proposed action to approve the rezoning of 5,000 s.f. of land to a moderate density commercial zoning district at the southwestern edge of the block bounded by New York Avenue, 5th and L Streets, NW. Zoning will soon take final action on April 14th after the National Capital Planning Commission gives the yes (or no).

Bozzuto eventually wants to develop the site, but no formal plans have been submitted - and because of the site's negligible size, the P.U.D. process wouldn't apply - P.U.D sites have to be 15,000 square feet. In essence, if Bozzuto can get an official zoning change, they can develop the property by right, but must heed the Historic Preservation Review Board's comments.

The site, which actually sits in both the Shaw neighborhood and the Mount Vernon Square historic district, has no official plan. And although Bozzuto Development Group, the applicant requesting the zoning change, is applying for 5,000 s.f. of rezoning, that amounts to only half of the lot, leaving the other half to be zoned for residential uses. The reason Bozzuto is leaving half the site residential is complicated; the firm owns three lots on the block: the lot being sought for rezoning, and two lots adjacent to the east. The pair of lots to the east are already zoned for moderate commercial uses, so the firm is trying to extend their commercial capabilities for half-a-lot more.

Bozzuto has proposed an 'illustrative' development, though it is not officially attached to the record, which would demolish a single historic building on one of the eastward lots, and would move another neighboring historic structure westward, into the slice of land that would remain in the residential zoning district. Bozzuto would then fill in the vacant lots between the historic property and the Yale Laundry Site, which serves as its eastern boundary. Although there is no official record of what the building would be, Bozzuto might be wise to keep it fully residential, from a purely zoning perspective; Zoning regulations effectively permit "any commercial zone [within this district] to be developed to a high density, if the development is solely residential." However, Bozzuto must be taking note of the Yale Steam Laundry condo project next door, which is not expected to sell out any time soon.

Bozzuto's illustrative development plan ensures the "stepping down [of] the mass of the building proposed." If the rezoning takes place, Bozzuto would be working within a 130-ft. height limit and roughly 50,000 s.f. of gross area. As the Zoning Commission comments, "The requested zoning would, in theory, permit the applicant to construct a building approximately three times as large as what would now be permitted on this site."
We're not sure what its going to be, but that doesn't stop us from being excited.

Funding Time for Silver Place

Today, the Maryland- National Capital Park and Planning Commission (MNCPPC) sat together with the County Council’s Planning, Housing and Economic Development committee, to discuss a two-stage financial package for funding SilverPlace. The County Council Committee voted 3-0 in favor of funding the first stage, a set of design charrettes that will facilitate community input for the overall design. The second half of the finance package will fund final design and construction of the project - MNCPCC is requesting $4.9 million in total funding from the county for its interest in the property.

If all goes according to plan, the first design 'charrette' - a roundtable discussion, to you and me - should begin this Spring. MNCPCC expects the community input stage to last until the end of the year, when they would request the second stage of funding. According to MNCPCC, "The design phase could take up to 10 months." Our guesswork indicates the final design could be submitted as late as 2009.

Silver place, located at 8787 Georgia Avenue in downtown Silver Spring, will be a mixed use project (see prior post) encompassing a nine-story, 150,000-s.f. office tower, which will house the new 120,000-s.f. MNCPPC headquarters, and a residential component housing 358 units, 91 of which will be rental units - the remainder will sold as condos. Preliminary plans also call for some retail and copious public gathering space. Currently, the site houses a large surface parking lot and the current, three-story, MNCPCC headquarters, which has become so overcrowded that the organization needs to rent out suites for its staff. Developers will build the new project in phases so that planning staffers won't be out of a home until their new one is finished.

is designing the master plan for the site, working alongside a group of development firms, who appropriately call themselves SilverPlace LLC: a combination of Harrison Development, Spaulding and Slye, and Bozzuto Group.

Silver Place Design to Get a Hearing

The Silver Spring community has been invited to attend an open forum on Thursday, November 8, by the Montgomery County Planning Board for a hearing to collect input on Silver Place, a mixed-use development (concept design pictured) at 8787 Georgia Avenue: a 9-story office tower, upwards of 300 for-sale and rental unit residences, and more than 500 underground parking spaces. The board hopes to accomplish two objectives at the round-table: adopt a memorandum of understanding that will outline the roles of the developer, SilverPlace LLC, and the Planning board, and submit a request for up to $4.9 million in funding from the Montgomery Council to begin the design phase.

The Planning Board is seeking public consensus and intends to involve the community - a difficult task considering the complexity of the development, which is comprised of an intricate assortment of condominiums, rental units, retail space, a new 120,000-s.f. Parks and Planning Department headquarters and lots of public urban space to link each component contiguously. The Planning Board will hold charrettes, or interactive design workshops, requiring the convergence of varying public concepts into a single comprehensive architectural design. The board's hope is that these workshops will "match design talent with public perspectives to produce a concept that meets the Commission's need for a headquarters and sets a new standard for public buildings and urban office space," according to a press release distributed by The Maryland-National Capital Park and Planning Commission (MNCPPC, for those in the know).

The design team whose RFP response ranked highest among members of the commission last January, was SilverPlace LLC, a "to-be-formed joint venture partnership" between the Bozzuto Group, Spaulding and Slye Investments and Harrison Development.

Bozzuto Group Wins Silver Spring Mixed-Use Project

Back in late October, the Montgomery County Planning Board of the Maryland-National Capital Park and Planning Commission (MC-MNCPPC) heard proposals from three development teams competing to design and build a new mixed-use project on 3.24 acres at the corner of Georgia Avenue and Spring Street, at the northwestern entrance to downtown Silver Spring. This week, the Commission officially announced the winner to be SilverPlace, LLC (comprised of Bozzuto Group, Spaulding & Slye, and Harrison Development).

 Phase I will include a mixed-use building on Georgia Avenue that will hold 358 dwelling units (261 for sale, 91 for rent), 30% of which will be affordable. The initial development will also include retail, a specialty grocery store, and over 500 underground parking spaces, as well as a 9-story office tower on Spring Street that will house the Montgomery County Park and Planning Commission (PPC). Overall, there will be 150,000 sf of office space. The project will extend Fenton Street to open it to residential and retail development.

Groundbreaking is likely to be in 2008, with completion in 2010. Silver Spring-based Torti Gallas will provide master planning for the project. The two proposals not selected included one from Silver Place Joint-Venture, LLC (Donohoe Companies, Otis Warren & Company and MCF Investment Company), which proposed three buildings (one residential, one mixed-use with residential, office space, and retail, and the PPC headquarters), and another from PN Hoffman / Stonebridge Associates, which would have built residential and retail on this site, and a new PPC headquarters at a different lot already owned by the team.

Architect Selected for Metro Plaza Project in Wheaton

The $150 million Metro Plaza complex, a mixed-use project planned to be built on 3 acres at the southwest corner of Georgia Avenue and Reedie Drive next to the Wheaton metro station, now has its architect. Developers Spaulding and Slye Investments and Bozzuto Development Co. have just hired well-know DC architect company Bonstra Haresign (AOL Headquarters, Q14 condos) for this project, which for now will consist of up to 450,000 sf of office and retail space, though the developers are leaving upon the possibility of including residential units depending on the market. Construction on this complex is expected to begin in 2008, with occupancy hopefully starting by the end of 2009.

Montgomery County Planning Board Reviews Mixed-Use Designs for Silver Spring Project

On Thursday, October 26, the Montgomery County Planning Board of the Maryland-National Capital Park and Planning Commission (MC-MNCPPC) heard proposals from three development teams competing to design and build a new mixed-use project on 3.24 acres at the corner of Georgia Avenue and Spring Street, at the northwestern entrance to downtown Silver Spring. The development will include the new headquarters for the Montgomery County Park and Planning Commission (MCPPC), as well as workforce housing and retail. The three development teams selected to make presentations were: (1) Silver Place Joint-Venture, LLC (Donohoe Companies, Otis Warren & Company and MCF Investment Company), which is proposing to erect three buildings on the site (one residential, one mixed-use with residential, office space, and retail, and the PPC headquarters; (2) SilverPlace, LLC (Bozutto Group, Spaulding & Slye, and Harrison Development), which would build a 358-unit residential and mixed-use building along Georgia Avenue, with a specialized grocery store, and a nine-story office headquarters for PPC; and (3) PN Hoffman / Stonebridge Associates, which would build residential and retail on this site, and a new PPC headquarters at a different lot already owned by the team. The MC-MNCPPC is expected to make a decision on a winning team in early 2007, with redevelopment of the site completed by 2010.

Tuscany Condos in Alexandria Terminates Sales

Bozzuto’s Tuscany condo project in the Landmark section of Alexandria is shutting down its sales office to convert to rental units when the building is completed early next year. Maryland-based Bozzuto broke ground on the project and began sales on the 104-unit building in early 2006, but recently the project website was taken down and Bozzuto’s main office has confirmed that the project will now become a rental building. Locally, the company is still completing work on its project in Capitol Heights, MD, called the Addison at St. Paul, and has not yet completed sales on the Fedora, a condo at DC’s Meridian Hill Park which completed earlier this year.
