First Look at Parcel N at The Yards

New renderings have been released of "Parcel N," one of two new apartment buildings planned for Forest City Washington's The Yards mega-development in DC's Capitol Riverfront neighborhood.

Robert A.M. Stern is the primary design architect on the "Parcel N" project, WDG is the architect of record.  Planning for the building is still in the design stage, although architects said they expect permits for the 340,000 s.f. structure to be secured by May 2013, with a groundbreaking set for August of 2013, according to WDG.

Forest City broke ground this summer on the other project, "Parcel D", directly catty-corner to Parcel N.  That building is being designed by Shalom Baranes.

The Foundry Lofts, a 170-unit adaptive re-use project and the first residential building in the group, completed last year.  In June Forest City secured funding for an adaptive reuse project called The Lumber Shed, described as the The Yards' "retail centerpiece".  Another adaptive reuse of a century-old building into retail and restaurants, The Boilermaker Shops, is set for opening this spring.

Plans for parcel N include an 11-story, 325-unit building at 310 Tingey Street with ground floor retail, two courtyards, a rooftop pool, a small green roof, and a LEED target of gold.

Peter Garofalo, architect with Robert A.M. Stern in New York, said the building's design references the area's industrial architectural tradition.  There used to be an old foundry on the site, Garofalo said, but it was torn down in the 1970's.

"What we are striving to do is build a building that references historical essences, but updates them in a playful and modern way and stitches those two vocabularies together..." Garofalo told DCMud.  He said the design features glass on top of a traditional base.  Materials include glass, concrete, and dark metals.

Garofalo said the building's design also features a zig-zag pattern across the east face of the building.  "That was done so that in the future, when the rest of the parcel is being built out, it will create diagonal views up and down 4th street for those residential units."

Designers anticipate one and two-bedroom units that Garofalo called "standard DC-sized," and don't foresee any micro-units.  "There is some debate about it, but I doubt that is going to be included," he said.

Onward, Upward for Mega-development in Pentagon City

Arlington is set to gain more height as Kettler moves forward on the Acadia, a 19-story residential building in Pentagon City.  Construction on the Acadia has already begun, according to Virginia-based Kettler.   The building, located at 575 12th St. South in Arlington, is the latest project to break ground in Kettler's mixed-use mega-development called Metropolitan Park.

A LEED Silver-designed building, the 677,154 s.f. Acadia will include 433 residential units, 16,350 s.f. of ground floor retail and three below-grade parking levels.  The granite and limestone skinned building also will have a gym, a cafe, a business center, and other amenities including a pet grooming room and an innfinity edge, saltwater rooftop pool. Dorsky Yue International (DYI) is the project architect.

When completed, the eight-stage, planned unit development (PUD) will include ten buildings, a nearly historic size when added together. Architect Robert A.M. Stern is the master planner for the grandiose project, which developer Kettler describes as a "16-acre urban village in Pentagon City."  Work on the project, which has already delivered the 300-plus residential buildings The Gramercy and The Millennium, marks the continued upward development of this land at the nexus of Crystal City, Pentagon City, and Pentagon Row.  The Acadia will make a triad out of the duo of mega-buildings already on the site, which also includes a park and is bounded by 12th, 15th, Eads, and South Fern Streets.

The Gramercy was completed in 2008 and the Millennium in 2010.  The planned development will be the largest of its kind in the DC area and, step by step, is replacing the parking lots and six warehouses that once occupied the site.  Kettler bought the 11 acres of land for phase 1 through 3 of the project from Vornado in 2007 for $104.4 million.  Vornado is another developer and the firm behind many recent development in Arlington, including what will be the tallest building in Crystal City.

 Kettler this week announced KBR Building Group as the general contractor.

“KBR Building Group’s commitment to providing quality construction services is affirmed as we begin work on the third phase of this important mixed-use development,” a press release quoted Mike Sloan, executive vice president, as saying. “Having collaborated with the project’s developer, Kettler, since the inception of this project, we will continue to manage this project to the utmost standards as KBR Building Group progresses towards completion of Metropolitan Park.”

HPRB Votes Down 16th Street Mixed-Use Church and Office Building Design

In the course of a concept review hearing yesterday, the Historic Preservation Review Board voted 5 to 2 against granting The Third Church of Christ, Scientist and ICG 16th Street Associates, LLC an exception that would allow them to build a mixed-use church and office building more than 90 feet high at 910 16th Street (between K and I), where the church currently stands. This would have broken a restriction placed on the historic district of 16th street, which leads to the White House.  The review did not include discussion of the highly contested demolition and rebuilding of the church.

Historic Preservation Office staff members David Maloney and Steve Callcott presented a 16-page report urging the Board to deny an exception for a number of reasons, including incompatibility “with the character of the street as a whole” and a fear of creating a precedent of breaking the height rule on 16th Street.

According to the report, "The proposed structure would exceed the 90-foot height limit in several respects. The street facades would extend above the limit to 93.7 feet, calculated from the allowable measuring point on I Street. An extra ninth floor would rise to 107.7 feet, with a 30-foot setback from 16th Street and a 15-foot setback from I Street. The top of the mechanical penthouse would be at 123.7 feet.”

Originally, the project was proposed as an 11-story building with a copper façade. Following comments from the HPO, ICG and architect Robert A.M. Stern Architects partner Graham Wyatt scaled it down to a 9-story building with a stone façade for it to blend better with neighboring buildings.

Since the height restriction has been controversial for years and because this is a historic district, Maloney said it would create a slippery slope with a precedent that other developers could use to break this rule and begin to break down the historic district's uniformity.

“The physical nature of the historical district … is established by the requirement that has been in place since 1894 not to exceed 90 feet,” Maloney said.

ICG principal David Stern, Third Church member Darrow Kirkpatrick and Wyatt represented the project.

Stern said he hoped the project wouldn’t be judged on what might happen, while Kirkpatrick called the report a “substantial burden on our religious beliefs” (though it should be noted the only thing in question was the height of the office building, specifically the addition of a ninth floor, which would not include any part of the church, according to the renderings presented by Wyatt).

The hearing lasted approximately three hours, though it wasn’t until the final twenty minutes that board member Rauzia Ally asked Wyatt what seemed like the most important question: Why does it need a ninth floor?

His answer was that the church is set back into the building and takes up valuable office space, which would be reclaimed by adding a ninth floor. The board was not impressed.

The room filled almost completely for the hearing, and various arguments took place throughout the day including attacks on Wyatt’s architecture, complaints about the lack of religions iconography on the building and arguments about from where in the city can one actually see the extra floor (which is set back 30 feet in the plans).

Several members of the area’s ANC spoke, including 2B chairman Will Stevens, who complained that the staff report never mentions the ANC and said, “Not only will [the ninth floor] not detract, it will add historical flair.”

Former Washington Post columnist and University of Maryland professor emeritus Robert Lewis argued in favor of the extra floor by questioning if it would actually set a precedent.  David Alpert founder of Greater, Greater Washington said, “Historic preservation is … becoming the anti-height movement.”

Gretchen Pfaehler, Nancy Metzger and Robert Sonderman also voted to adopt the staff report’s recommendations.  Pfaehler explained her decision concisely: “That’s the law.”

Pentagon City Phase III

For the past five decades, Pentagon City has been primarily known for...well, not much other than its namesake. McLean-based developer Kettler, however, has been aiming to change that with their ambitious 8-phase, 10-building Metropolitan Park development – a project set to rank a solid second behind the world's largest office building in terms of size and scope. The first of those phases, the 399-unit Gramercy, opened its doors in 2006; the second, the 300-unit Millennium, is now under construction and on track to deliver in 2010. Now, wheels are turning on the project's third entry, which will head back before the Arlington County Planning Commission and County Board on February 9th for final site plan approval. Conveniently, they’re among the few plans in Pentagon City that aren’t top secret.
Designed by architects Dorsky Hodgson Parrish Yue, the untitled Phase III development will include 411 rental residential units, along with 16,350 square feet of ground floor retail – making it Metropolitan Park’s biggest entry so far. The 18-story edifice will stand on a 2-acre parcel at the southeastern corner of South Fern Street and 12th Street South, just steps from the Pentagon City Metro. The site currently houses two warehouses servicing DHL Express and Danker Furniture.
Amenities planned for the residential high-rise include a fitness center, plus a rooftop pool on the building’s sixth story wing. Per the green-centric tone of Northern Virginia development these days, Metropolitan Park III will also shoot for a LEED certification and three green roof areas, ranging in size from 1,740 to 2,000 square feet.

Pentagon City's infrastructure is also due for an upgrade as the project nears completion. Kettler intends to divide their “superblock” of development up with extensions of 12th, Elm and South Fair Streets, and a pedestrian passageway linking South Fern and South Fair Streets. A 1/3 acre public park is also planned, featuring the works of landscape architects Lewis Scully Gionet and possibly a public arts component.

At present, Kettler projects little or no difficulty in getting their third installment Metropolitan Park through next month's site plan hearing. "We had an original master plan penned by Robert AM Sterns for the entire development. There were guidelines within that and we've followed them closely," said Jamie Gorski, Senior Vice President and Chief Communications Officer for Kettler. "Our internal meetings [regarding the project's future] have gone very well." According to Gorksi, construction is currently slated to begin in 2010, with completion following in late 2012.
