Work Starts on Silver Spring's Tallest Building

Washington Property Company began work this past week on Silver Spring's tallest building in the Ripley District, which will clock in at 26 stories.  The Solaire will be the 5th Solaire-branded apartment building by Bethesda-based WPC, with 6 levels of above-grade parking and 18,000 s.f. of retail, part of which was expected to be a 15,000 s.f. food hall designed by Eimer Design of Philadelphia.  WPC partnered with Cresset-Diversified QOZ Fund on the $163 million project to provide equity.  The site was formerly known as Progress Place and housed Shepherd's Table, which was moved to Georgia Avenue prior to demolition.

Costello Construction Chosen as Contractor for Silver Spring Library

When Montgomery County’s division chief for the Department of General Services described the new Silver Spring library as a real priority project for the county, he wasn’t just talking.

The county has been swiftly moving forward and is set to announce that a general contractor, Costello Construction, has been picked to build the new structure. The Columbia, Md.-based company also built Silver Spring’s much-lauded civic building at Veterans Plaza, which means its representatives have experience working with city and county officials, the community, and local utility companies.

“The lowest bidder was Costello, and they were within the budgeted amount, so the contract will be awarded to them,” said Susanne Churchill, the senior architect and project manager with the county’s Department of General Services. “They really wanted the project.”

The bidding process closed on November 7, and the contractor was recently chosen. The next steps should occur quite rapidly. The county and company are currently hammering out administrative details, and the company should begin work a few days after that. But observers might not notice much activity on the site at first, as the company gears up for construction by purchasing trailers and renting equipment. That should be just in time for the holidays, delaying the start date a bit. “This is a bad time, but one way or the other, we’ve started conversations about first steps, and they’ll probably be starting in January,” said Churchill.

That’s certainly not too soon for the many Silver Spring residents who’ve been anxiously discussing and waiting for their new library. The project, a 63,000 square foot building designed by the Lukmire Partnership at the corner of Fenton Street and Wayne Avenue, has been on the table since 1999, when the county approved funding for it, but progress has moved very slowly.

When it’s finished, the city will have a new downtown library that’s almost four times bigger than the current one. A five-story building with a glass curtain wall that crosses above the Purple Line’s path, the structure will include an arts center on the first two floors and expanded meeting spaces, a computer lab, and a larger children’s section on the top three.

The project should be done by late 2014.

A Biotech Firm Runs Through It

Charged with creating the behemoth mixed use world headquarters, including offices, laboratory, daycare center and 90-foot-long steel and glass connector for the 250,000 s.f. United Therapeutics Corporation, 1040 Spring St., Silver Spring, Maryland, Jill Schick and Howard Goldstein of Schick Goldstein Architects P.C.left no stone unturned -- and no terrace untree'd. A biotech firm on the cutting edge of developing and marketing specialized products for individuals with chronic and life-threatening illnesses, the program for UTC included three buildings, green roofs and individual terraces, street level retail shops and extensive exterior and interior public spaces. Phase II, at 7 stories, achieved LEED Gold (the others were not submitted) and won the USGB's National Capitol Region Chapter 2010 Award of Excellence Project of the Year for New Construction.  DCMud talked with Schick and Goldstein about the decade-long project.

DCMud: Tell us about the unusual venue for UTC.

Schick: Most biotech firms in the area would go out to I-270, where they'd have a sprawling piece of land and not have to deal with city codes, etc.  Dr. Martine Rothblatt, who is the CEO, has lived in Silver Spring for years. She wanted to bring UTC to an urban setting and give back to the city by bringing in professional people, as a tax base, as well as offering the many courtyards incorporated into the design to the public.

DCMud: What was the process?

Goldstein: We were asked to develop a master plan for the entire project in 2002-2003, so prepared a number of designs for the three buildings at the same time. They were built individually, the 4-story laboratory building completed in 2006, the 7-story Phase II in 2010 and the last one opening just this year.


DCMud: What was the program for the second building?

Goldstein: It's mixed use. The first floor is retail shops and lobby space, entered from an amenity space. There are more laboratories on the 2nd, 3rd and 4th floors, and it has offices on the 5th, 6th and 7th floors. Green roof terraces exist off of the 5th and 7th floors, accessed from individual offices. A vast interior stair encourages high use and interaction as opposed to employees using an elevator or fire stair.

DCMud:What about some of UTC's sustainable elements.

Goldstein: First, we have 5,000 s.f. of solar panels on each building.

Schick: On the first building we used a lot of precast concrete for environmental purposes. There is also a lot of channel glass which affords much natural light but does not sacrifice privacy for the employees. There are exterior sun control louvers on the south and west facades.

DCMud: We understand the choice of terracotta skews wide.

Goldstein: We used (environmentally friendly) terracotta to define the area where the lab is on the 3rd and 4th floors of building #2. The office area above it on floors 5, 6 and 7 is glass and metal panel. The terracotta also scales the building down because there's a residential area to the north, so we used a color that's similar to brick. It also serves as a rain screen system, where the waterproofing is between the screen and the skin.

Schick: It's done a lot in Europe. There's no caulking, sealing and tightening.You're getting the water not to penetrate the building at all; the rain drips down behind it with its pressure equalized. And architecturally, the design of this building swoops you around to the public space on Cameron Street.

DCMud: What was the thinking behind the extensive use of public spaces?

Goldstein: In CBD's (central business districts), you're allowed to double the FAR (floor area ratio) if you provide a public amenity space in 20 percent of the lot. Our FAR was 'one' on this project, which was extremely low. One means if the property is 40,000 s.f., as with the lab area, then you can only build that much. But if you offer a public amenity space, like the courtyard we created, you can double it, which is what we did.

We created what are called pocket parks. Across the street there is an apartment building with an amenity space also, so they could double their FAR. So when you take their amenity space, and our pocket parks, and then an atrium we've created for Phase III, it becomes one large dynamic green space with a road running through it, which is the goal of the Parks Department.

Schick: There's also a public space that's interior, and it's three stories tall. It's always open, so if there's inclement weather, or you just want to experience that space, you can do it -- including on your way to the Metro which is nearby.

Goldstein: Our client calls the UTC campus 'one of the gateways to Silver Spring.'


DCMud: We understand the connector between two of the buildings has a bit of a backstory.

Schick: That was a hard thing to get approved by the neighbors. They didn't want a bridge because it takes people off the street, but this was purely for the company - and it's really called a connector. It was constructed in the South, trucked up and lifted into place. They had to close the street.

DCMud: Tell us about the final building.

Goldstein: It's an office building for staff. The entry is a 3-story atrium space off of Cameron Street. There's a pocket park off of Spring Street at the west end of the property, which is linked to the Cameron Street entrance through the atrium. The first floor is retail. The second and third floors - open to the atrium - are these 'Google spaces' - open, casual, working on your laptop, playing ping pong, having coffee or juice kinds of spaces. There's a lecture hall here as well.

New Silver Spring Library Moving Forward: Construction Meeting Today

Work on the Silver Spring Library could begin within the next few months, according to sources at Montgomery County. "We’re moving forward on a very tight schedule, and this is a real priority project for the county."  That’s Ernest Lunsford, division chief for Montgomery County’s Department of General Services, speaking about plans for the forthcoming Silver Spring library. The project—a roughly 63,000 square foot structure designed by the Lukmire Partnership to sit at the corner of Fenton Street and Wayne Avenue - has been inching along since 1999, when the county approved funding for it.

No longer. Design plans finally made it through a long community approval process, construction drawings have been created, and the site has been largely prepared for work to begin. On August 28, the county put the project up for bidding, and today, officials will be holding a “pre-bid” meeting for the eight contractors that have already completed a pre-qualification process.

The contractors are Clark Construction, Coakley & Williams Construction, Costello Construction, Donohoe Construction Company, Dustin Construction, Grunley Construction, Hess Construction, and Morgan-Keller Construction.

The bid opening date is scheduled for October 2, but Lunsford says there’s a chance that date will be pushed back by a week or so if substantial new information arises as a result of today’s meeting. Lunsford and his colleague, Susanne Churchill, the senior architect project manager, swear they will award a contract soon after that. They’ll choose the lowest bidder and issue a “notice to proceed,” allowing work to begin around November.

It’s a bit of a tricky project, explains Churchill, which could cause obstacles. Being a county endeavor, the development includes a prevailing wage clause as well as a “minority, female, and disabled person” subcontracting requirement. It’s complicated structurally, too: the Purple Line train will eventually run through a portion of the building, and an atrium includes special smoke exhaust requirements.

Design plans haven’t changed much in the past few months. A five-story building clad in cast stone that includes a glass curtain wall cantilevering over the Purple Line’s path, this new library will be almost four times bigger than the current one, which is the oldest library in Montgomery County’s system. Pyramid Atlantic art center will operate out of the first two floors, and the library—with expanded meeting spaces, a computer lab, and a larger children’s section—will take up the rest. 

The project should be completed by fall of 2014.

Long Branch Community Revitalization Plan Unveiled

Montgomery County planners unveiled an ambitious, wide-ranging community revitalization plan for the east Silver Spring community of Long Branch earlier this week, the first step in a long-term reinvention of the area that will peak with the opening of the Purple Line sometime later this decade.


In essence, the plan seeks to transition Long Branch from a car-centric and pedestrian-unfriendly neighborhood of strip malls, surface parking lots, and little to no public transportation, to a greener, mixed-use area connected by bike lanes, redesigned sidewalks, and two Purple Line Stations. One of the biggest challenges facing the area are the poorly-functioning intersections at Piney Branch Road and Flower Avenue, and Piney Branch Road and University Boulevard (see above).  This inefficiency is compounded by narrow or nonexistent sidewalks in much of the area.  The plan aims to correct this by widening and reconfiguring the above intersections, as well as installing medians, and dramatically widening sidewalks and adding bike lanes throughout Long Branch.


Of course, accessibility should improve while traffic should (theoretically) decrease when the Purple Line opens in a few years.  Long Branch will incorporate not one but two Purple Line light rail stations (see above and below), which will bring considerable changes to local transportation patterns.  The stations, at University Blvd. and Piney Branch Road, and at Arliss Street and Piney Branch Road, should reduce congestion along Piney branch and University, the main traffic arteries; combined with the proposed street improvements, this could have a serious calming effect on the neighborhood.


On the green front, planners also propose street trees throughout the area, wide-ranging park improvements, and the creation of two entirely new parks on the very west end (see below).


This blogger visits Long Branch semi-regularly - there's no better one-stop community for thrift shopping, authentic vietnamese sandwiches, and 99-cent VHS rental emporiums - and I can attest to the almost aggressively indifferent urban design (or lack thereof) in the area.  It's taken the mediocrity of the suburban strip mall aesthetic and added comically inefficient traffic management and a palpable indifference to pedestrians and cyclists.  One is often forced to make right turns off the main traffic arteries, which means braking to a crawl on a zooming four-lane road; when you add in jaywalkers and cyclists forced to ride in the gutter, it's a recipe for disaster.  This plan won't turn Long Branch into NoMa, or even downtown Silver Spring, but it will, if carried out, produce a safer, greener, more functional community.

Thayer Avenue Condos Reborn as Subsidized Housing

The long-moribund Silver Spring condo project at 814 Thayer Avenue, the former site of the National Association of the Deaf (NAD), has been reconceptualized by a new developer as an affordable housing complex.

The amended site plan was recommended for approval by Montgomery County planners earlier this month.  While the amount of public space has remained the same, at just over 40,000 s.f., new developer Landex Companies has dramatically upped the percentage of affordable housing units, in order to qualify for affordable housing tax credits.

"Before, the project had only allocated seven units [out of a total 52] as affordable," says Elza Hisel-McCoy, Program Manager at the Maryland-National Capital Park and Planning Commission. "Which was the minimum allowed.  Now they've upped that to forty-two units."  The remaining twenty percent of units will be rented at unrestricted market rates.

Architect Wiencek + Associates has also made significant improvements to the overall design, at least in Hizel-McCoy's opinion.  "Before, it was a scissoring facade, alternating floors so the building had a prow," says Hizel-McCoy.  "But now it's a triangle.  There's a single triangular area along the sidewalk - they've come up with a design that integrates the sidewalk and public space much more seamlessly than the previous design."

Landex acquired the 0.64-acre Thayer Avenue property on contract from the previous developer, 814 Thayer LLC (which was a joint venture between Banneker Ventures and Four Points, LLC) 18 months ago, according to Peter Siegel, CEO at Landex.

"We're hoping to close in August on construction financing," confirms Siegel.  "So we'd start construction in late August, with completion taking 12-14 months."

Maryland-based Landex Companies specializes in mixed-income developments, and manages over two dozen properties in Maryland.

UPDATE:  This project is a joint venture between Landex Companies and the Warrenton Group.

Silver Spring Library Taking Construction Baby Steps

The new Silver Spring Library, nearly 13 years in the making, is finally nearing construction as crews now work to relocate "dry utilities."

Don Scheuerman, section chief for project management at the county's Division of Building Design and Construction, said building permit applications were submitted, and staff is reviewing interested contractors, a list he expects to publish in about 30 days.

"We’ll do an invitation to bid with those contractors," Scheuerman said. "Once we get that in, hopefully we’re off to the races."

Scheuerman could not comment on the number of contractors who expressed interest, but the sign-in sheet from a February pre-submission meeting includes representatives from 23 different companies.

The library now is planned as a 5-story, cast- stone building at Fenton Street and Wayne Avenue. A pavilion with a glass facade facing Fenton connected to the main building at the top of the second floor creates a covered path for the future Purple Line to pass through.

The library will occupy the top three stories. Pyramid Atlantic will use the first two floors and the basement.

Initial designs released in 2009 showed a taller building with County offices on the sixth floor and library meeting space on the seventh floor.

The County has been working on the new library since at least 1999 when it approved funding. When completed, the new library will replace the existing Silver Spring Library -- the County's oldest community library.

The project officially broke ground in August 2010, but only site preparation was begun. Ground work and utility relocation underway now aim to keep the project moving forward and avoid future delays.

"By doing that now, that will hopefully allow construction to proceed more rapidly," said Susanne Churchill, senior architect project manager for the library.

She said she hopes to start construction this fall. Total build-out should take about two years for a late 2014 opening.

Today in Pictures - Ripley District

Once a forlorn street with only ramshackle buildings better for disposing of cars than for strolling, despite its location in downtown Silver Spring and proximity to the Metro, Ripley Street is on its way to birthing two residential developments. The first, by Washington Property Company and Lessard Design, will feature 295 rental units (9 live-work replaced what was to be a retail space) inside a 17-story structure, with a "resort-style" pool at 1150 Ripley Street. WPC broke ground in September of 2009 and will now deliver the first units the 1st week of May. Work is expected to continue through August.

The second site, by Home Properties, will deliver a Shalom Baranes designed residential tower late next year. Eleven55 Ripley, originally conceived as Midtown Silver Spring, will offer 379 "premier apartments" in a 20-story building and adjacent 5-story building, adding a small pocket park as a public amenity.
